طبقهبندی ملی مشاغل یا ناک شغلی(National Occupational Classification) یکی از مهمترین ابزارهای دولت کانادا برای سازماندهی و ارزیابی شرایط بازار کار است. این سیستم تمامی مشاغل را بهصورت دقیق طبقهبندی کرده و اطلاعاتی در مورد وظایف شغلی، میزان تحصیلات و مهارتهای مورد نیاز ارائه میدهد. ناک شغلی نهتنها برای دولت کانادا بلکه برای مهاجران و کارفرمایان نیز اهمیت بسیاری دارد، چرا که مشخص میکند هر شغل در کدام دستهبندی قرار میگیرد و چه شرایطی برای انجام آن نیاز است.
در این مقاله بهطور جامع به بررسی ناک شغلی، اهمیت آن در مهاجرت به کانادا و نحوه یافتن ناک شغلی میپردازیم.
ناک شغلی چیست؟
ناک شغلی کانادا یک سیستم استاندارد و جامع است که برای دستهبندی مشاغل مختلف در این کشور به کار میرود. این سیستم با هدف توصیف و سازماندهی مشاغل موجود در بازار کار طراحی شده است و به هر شغل یک کد منحصربهفرد پنجرقمی اختصاص میدهد. این کد نهتنها وظایف شغلی را تعریف میکند، بلکه اطلاعاتی درباره سطح تحصیلات، مهارتهای مورد نیاز و تجربه کاری مرتبط با هر شغل ارائه میدهد. ناک شغلی بهعنوان یک راهنمای رسمی، هم برای مهاجران و هم برای کارفرمایان کانادایی اهمیت ویژهای دارد.
این سیستم نقش کلیدی در فرآیند مهاجرت به کانادا ایفا میکند، زیرا بسیاری از برنامههای مهاجرتی، از جمله اکسپرس انتری و برنامههای استانی، بر اساس ناک شغلی طراحی شدهاند. متقاضیان مهاجرت به کانادا باید شغل خود را بر اساس ناک شغلی مرتبط انتخاب کنند تا واجد شرایط برنامه مورد نظر شوند. علاوه بر این، ناک شغلی به کارفرمایان کمک میکند تا نیازهای شغلی خود را شناسایی کرده و افراد مناسب را برای مشاغل مورد نظر استخدام کنند.
ناک شغلی با گذشت زمان بهروزرسانی شده و با نیازهای بازار کار هماهنگ میشود. نسخه جدید این سیستم که از مدل TEER استفاده میکند، در سال 2021 معرفی شد. این مدل بر اساس معیارهایی چون سطح تحصیلات، تجربه کاری، آموزشهای فنی و مسئولیتهای شغلی، مشاغل را در شش دسته اصلی طبقهبندی میکند.
سیستم طبقهبندی مشاغل کانادا بر اساس TEER
ناک شغلی برای اولین بار در دهه 1970 بهعنوان یک ابزار برای طبقهبندی مشاغل در کانادا معرفی شد. این سیستم به مرور زمان تکامل یافت و با نیازهای بازار کار هماهنگ شد. آخرین تغییر عمده این سیستم در سال 2021 انجام شد که در آن مدل جدیدی با نام TEER جایگزین دستهبندیهای قدیمی شد.
در سیستم قدیمی، مشاغل به سطوح مهارتی صفر، A، B، C و D دستهبندی میشدند. اما در سیستم TEER، مشاغل بر اساس چهار معیار زیر طبقهبندی میشوند:
آموزش (Training): سطح آموزش لازم برای شغل
تحصیلات (Education): سطح تحصیلات و مدرک تحصیلی مورد نیاز
تجربه (Experience): میزان سابقه کار مورد نیاز
مسئولیتها (Responsibilities): وظایف و مسئولیتهای شغلی
دستهبندی مشاغل کانادا بر اساس سیستم TEER
مشاغل کانادایی بر اساس سیستم طبقهبندی مشاغل TEER به شش دسته زیر تقسیمبندی میشوند:
• TEER صفر: شامل مشاغل مدیریتی ارشد مانند مدیران عامل، مدیران مالی و سایر مدیران عالیرتبه
• TEER یک: مشاغلی که نیاز به مدرک دانشگاهی یا تخصص حرفهای دارند؛ مانند پزشکان، وکلا و مهندسان
• TEER دو: مشاغلی که به مدرک کالج، آموزش فنی یا تجربه کاری تخصصی نیاز دارند؛ مانند تکنسینها و برقکاران
• TEER سه: شامل مشاغلی با نیاز به دیپلم متوسطه و دورههای کوتاهمدت آموزشی، مانند دستیاران پرستار
• TEER چهار: مشاغلی که به آموزش اولیه یا دیپلم نیاز دارند؛ مانند کارگران خدماتی
• TEER پنج: مشاغلی که نیازی به آموزش خاص ندارند، مانند کارگران ساده کارخانهها
اهمیت ناک شغلی برای مهاجرت به کانادا
برای بسیاری از متقاضیان مهاجرت به کانادا، ناک شغلی یکی از مهمترین ابزارها است. این سیستم نهتنها در شناسایی شغل مورد نظر بلکه در تعیین واجد شرایط بودن متقاضیان برای برنامههای مهاجرتی نقش اساسی دارد.
